The State Services Organization (SSO) is a joint venture of the Council of State Governments, National Conference of State Legislatures and National Governors' Association, formed to create and manage the Hall of the States and to provide services to Hall of the States Tenants. Rick Rodgers served as founding chairman, and the organization was formed by the law firm of Sterns & Weinroth under the direction of William J. (Bill) Bigham. State Services Organization (SSO) / Hall of the States Created and successfully developed the State Services Organization as a joint and innovative business venture of the Council of State Governments, National Conference of State Legislatures, and National Governors' Association to facilitate development and ongoing operation of the Hall of the States in Washington DC. Established quality services, including space and facilities management, conference services, information services, telecommunications, printing and reproduction, and library services. Facilitated the coming together of more than 60 offices of states and associations of state officials.
